April 26.- Senate resumed consideraron of tbe Chinese bill, Mr. Stater epeaking tor it and Mr. Hawley agaiaBt it. Mr. Kiniunds offered an amendment defining thewords "Chinese laborera" to meao persons wbo are usuall y en gaged in manaal labor. The House took up the eontfsted election case of Lynch vs. Chalmers. The teport m the case occupied an hour, wben Mr. Petübone of Tenn„ spoke In favor of Lyncb, and Mr. Atherton made an areument in favor of Chalmers. Mr. Moore of Tenn., advocated the seating of Lynch, and warned hu party friends against a shilly-shally policy. April 27. - The House concurred in the Senate substituto removing the duty on tea &nd coflee f rom beyond the Cape of Qood Hope; also ia the Senate amendment to tbe bill to promote the efficiency of the life saving service, pensioniog those disabled in the service, and the families of those killed. The polilical disabilities bill came up, and Mr. Edwards opposed the indiBcriminate removal of disabilities f rom ex-Confederates, to which Messrs. Vest, Hampton, Maxey and Garland responded. April 28.- In the Senate Mr. Conger reported tavorably with amendments the bilis rdducing the f eee on shipping, repealing the tonnage tax on veesels trading with Canada, and also the hospital taz of 40 cents a montli on a sailor. The Chinese bill carne up, and a vote was taken on the amendment to strike out the Lftenth section construing the words "Chinese laborers" to mean skilied and unskiiled laborers itnd Chinese employed in mining. The section was retained- 20 to 25, other amendmento being oflered and rejected, tbe bill I paesed, 88 to IJ. April 29.- In tb e House a resolution was adopted to send a sub-committee to New York to take testimony in the (Jhilli-Peru investigation. The consideration of the aintesti case of Lynch against Chalaiers, was resumed. The previous question was ordered and Mr. Calkios took the floor to close the debate. Mr. Lyncn then appeared at the bar o( the House, escorted by tor. Calkins, and the oath of office was admlnistered to him by the Speaker. Objaction was made to unanimous consent to concur in the senate ainend mente to the Chinese bill, and the tarifl commission bill was taken up alter the passage of the bül for the erection of a public building at HaDaibal, Mo., to cost f75,000.
