Responsible parties froni tlie eat have offered to bnild water-works upon the reservoir plan, the reservoir to he 200 fect above the erossing of Main and Hurón streets, 1 ly 14 miles of pipe, covering nearly all the streets of the oity, and put in 100 first-class hydrar.ts, provided the city will pay (40.00 er hydrunt peí annum.' The city is to have the riglit to parchase the works t any time, aud if tlie price can not be agreed apon, the company will stipulute that the judges of our own supreme court shall appoint three disinterested men to place a valué upon the works, and will sell to the city at that valuuiion. Citizens are to have the right to take stock in the company np to January next. The company offers us inoiher privilege which ico other city in the. country has - the privilege of placing as many hydrants as we please on this pie-line, and tliey will furnish water for tire purposes f ree. Thus, when we consider tlie greai valué of this privilege, and tlie fact that w are to be charged but little more than one-half au much as other towns pay per hydi ant - everthiñg to be tirst-class in all respect and on a scale adapted not only for present need bat for fature wants, it íh no wonder that our citizens support the scheme with great uninimnity and enthusiasm. The proposition has been exatnined by the commitee on water snpply, consisting of Judge Cooley, eiGov. Eelch, Prof. Vaughan, Christian Eberbach and Charles E. Hiscock, and approved. The couucil considered the report Monday night and unanimously iippoiuted ex-Gov. Felch, Philip Bach, Prof. Green, C. E. Hiscock, Gotlieb Luick and Prof. Vaughan, to confer with the parties making the proposition, and agree upon the details preparatory to makiug a contract. This committee has n et the party making the offer to build the works, and all the details have been agreed upun. No town in this stat or the country has been able to secure water-works on such favorable terms. The special advantage of the scheme are : 1.- It gives us the reservoir system, which experieuce has shown to be tha best in the world. 2 - It furmshes water for fire purposes at a little more than one-half what other towns pay Flint and Adrián having built water-works the past year, paying $87 50 and $75 per hydrant. 8. - II gives the city the right to put in extra hydrants along the fourteen miles of pipe, water to be furuished by the company free for flre punxes. i. - The city has a right to buy the works at any time at a valuation to be fixed by three referees appointed by our owu supreme court. 5. - It gives our citizens a right tó subpcribe for the stock of the company, if they so desire, np to January next, and thus keep the control of the company at home. With all these unusual advantages offered, the city takes no risks, and dos not put in a single dollar, nor will it have to pay for the use of public hydrants even, until six months or a year after the works are completed and in full running order. The work will necessitate the laying out, during the coming summer, of at least f100,000, most of it to laboring men. Of cnirse such an expenditure will stimulate every branch of business in the city.
