Ue alwayi tooi an activo part in politics and bad Ulied a number of offices, anionp them being tbat of mayor of San Francisco for two terms between 18S2 and 183Ö. He was elected governor of the state on the democratie ticket in Noveinl er 1986. tl e will be aucceeded in office by Lient.-Gov. R. W. Waterman, who wal elected at tha same time on the republican ticket.
