There are good reasons why the roads in this couutry are not yet iu the state of perfection fonnd abroad. The vast areas of the United States, the wide stretchesof nnoultivated land, the rapid rnarch of emigration westward, the concentration of wealth and population in metropolitan centers, have all contributed to a certain ncglect of scientific roadbnilding. In addition to these hindrancea the enormous expense required to bnild and keep in order thonsanda of miles of highway seeiued oftcn to put the nndertaking out of the question. -
