We give herewith the proposed changes in the City Charter which are to ! e submitted to a mas3 meeting of citizens at the Court House, this evening. Tlie necessity for these changes have been observed by Capfc. Manly during his Vko years experience as . City Treasurer. and he wil] be on hand to give a reason for everv one.. Mr. Sa ver introduced a bilí at Lansing for this purpose fco as to be within the time requiredfor introducing bilis, but it is understood that he will not urge any change not desired by the citizens. Every interested citizea is requested to turn out, and if lm lias any other desired change present it to the meeting for consideration. . The sections under oonsideration. and the object of the ehange in each are as follows: - Section 10.- To change the word AVedncsday into Tuesday, so as toinake the charter comply v.itli the state law with reierence to registration. Section 30, 31.33 & 01):- To make the and elective offleer, pay him a.stated salary, and do away with collection fees. Section 53 and 03:- To flx the time for filing monthly reports on the third ilonday of the month, insteacl of the i ílrst. Mixtión 70.- To give the president of the council power to revoke appointments. Secïion 134.- To make the chairmen of the street, bridge culvert and crosswalk, and sewer committees, to eonstitute the board of public works. Section 135 - To make it conform to the proposed new organization of the board. Section 137.- Allowing the council by two thirds vote to order improvements by the board of public works without letting by contract. Secïion 143.- To make stree'; com missioner and city engineer ineligibl to holcl any elective or other appointiv( office; and to prohibit their bemg inter ested in any contract or f urnishing o supplies. Section 181.- To provide for exten sion of time of paying city taxes. Sectton 184. - Provides for the col lection of fall taxes, and a penalty upoi all unpaid taxes returned to the Couniy Treasurer, making it conform to thé penalty paid on the city tax. Section 185. - Changing the time of return ing to County Treasurer to make it conform with the state law. oapt. lUanly also suggests au amend ment to the sewer ordinance, to be made by the common council, providingthataS per cent penalty be added to unpaïd sewer taxes for each quarter unpaid wlien due, the saine to be carried ty the city until tbe whole tax beeomes due, to' be returned but once to'the County Treasurer for sale. This will avoid making four sales for one tax, and will also enable many owners to pay up before sale is made, who are unable to do so now.
