Springfield, 111., April 5- Dr. F. H. Wines, secretary of the state board of charities, left here with a special train over the Chicago & Alton for Shawneetown, via St. Louis, from which place he reaches Shawneetown over the Louisville & Nashville railroad. Dr. Wines takes the tents of the Illinois National guard and rations for 1,000 people. Gov. Tanner is doing all in his power to relieve the sufferofs. About his first act this morning was to telegraph W. S. Phillips, president of the bank at Ridgway, to spend $3,000 for relief and draw upon the state for that amcunt in return. Col. Smith, assistant adjutant-general, will meet a special train at St. Louis with more provisions, and will go to Shawneetown to assist in the relief work.
