Washington. Oct. 4. - The president has appomted Dr. -David J. Hill of Rochester ürst assistant secretsjy of state to succeed John Bassett Moore, ie"l;rned. Dr. Hill is president of the Rochester University, is a schoiarly gentleman, and is particularly known through hn knowledge of intf-,iaüonal law. He has taken a promh „iit part in New York politics, and has delivered many public addresses during recent campaigns. He is ncrw in Holland, but Is expected to return at once, having accepted the position tendered.
