THE DAWN OF UNIVERSAL PEACE

The Anglo-French arbitration treaty is ONLY THE BEGINNING of what is in store. Negotiations are in progress for four other treaties of a similar nature with Italy, Holland, Sweden and Norway. There is nothing in the way to a speedy conclusion of such a treaty with Italy. In a few months, perhaps even earlier, the clauses will be settled and the agreement published.

As regards Holland, the government of that country as well as of Sweden and Norway was willing to make a treaty of arbitration long ago, but no action was taken in the matter by France. This is now being done.

The United States HELPED THE CAUSE of peace by submitting the first case to The Hague tribunal, and I believe American statesmen would do well to come into closer contact with Europe. On this ground I have been invited to visit America next year. I shall go to the St. Louis fair and deliver a series of lectures on the subject.

MY MAIN OBJECT WILL BE TO OBTAIN THE FORMATION IN AMERICA OF A GROUP OF CONGRESSMEN FAVORABLE TO ARBITRATION WHO WILL AFTERWARD VISIT FRANCE AND HELP THE GREAT MOVEMENT FOR THE WORLDWIDE ADOPTION OF ARBITRATION BETWEEN NATIONS.
