He announces to all of hls subordina tes that those who are sober and honest will be retained and 4hose who are not will be removed. His first act was to remove C. J. Campbell, bank exainlner, of Alabama, a democrat, appointed by Mr. Cleveland during his first term. Whon the ncw appointee went to thank aim, Mr. Eckels replied : "Yon own me no thanks.
