To the Honorable, the Common l'ouueil : Gentlemen: - On Monday last, at the request ol öov. John T. Kich, I attended a meeting of citizens held in the city of Detroit, called together for the purpose of devisiiiL' means to relieve those who are Buffering in the upper península. You have been informad through the public prees of the action of that meeting. The committee which was apointcil to visit the upper península are now there Lnvestigating the situation. It appears from the partial reports that tliis committee has already made that severa! tbousand people must be snpplied with food and clothing during the entire winter. Unquestionably the people of this city and of Washtenaw county stand ready to do their i'ull of this charitable work. It is necessary, however, to devise Borne plan of operation which will give every one who desirea an opportunity to contribute to this object. The plan ought therefore, in my judgwent, to include the entire county. ] would suggesl that the Council appointa local relief i mittee for this city, and that VOU reinest the Common Couneil of Ypsilanti and the vil lage and township liciai'ds i.i the several villagea and townships in the countv to appoint similar local coinmittees, with the understanding that the chairmen of these several committeea ghall constitute a general relief committee for Washtenaw County. I have no personal knowledge or any reliable information, tliat there is a single family in our city in want, luit it is a (act that a larjre numberof our people depend upon their daily earnings for their daily bread, and that to-day they are out of work and they may be out oí bread also. Manly moved that a local committee of five citizens be appointed by the President of this Council; such committee to take action as ■ recommended in the Mayor's message of this date. Adopted. MOTIONS AND BESOLUTIONS. By Aid. Manly: Resolved, That Rule No. 21 be suspended. That the Street Commissioner be and is hereby instructed to make out all bilis for labor on Sewer twice a month, and certifyothe same to this Council for its consideraron at any regular meeting thereof. City Clerk Miller reported jthat he had the ñames and salary wanted of Joe Geromiller and Charles Stark for janitors of the Council Chamber and City Offices. Aid. Wood moved that the matter of employing a janitor be referred to a special committee of three with power to act Aid. Wagner moved as an amendment to strike out "with power to act' and insert the wmds "the committee to report at our next regular meeting." Adopted. The original motion as amended prevailed. The Chair appointed the following committee: Aid. Wood, Taylor and ílerz. On motion the Conncil adiourned.
