The law may créate a tribunal but it must first give a right to the party in whose favor the decisión may turn. Tli en the law cannot assuine one side alwuys to be wrong. It is doubtful that ' the decisión can be declared compulsory on either the laborer or the employer. The greatest difficulty iu the whole matter lies in the fact that mauufacturers all over the country, if compelled to abide by the decisión of such a tribunal, would be forced into politics. Judge j Cooley illustrated this point by ing the election of Gov. Boies to the presideney and his appointment of an i arbitration board. The manufacturera i would oppose hiin until a board was appoiuted that would be favorable to theui. Ín closing he said that the only way' he saw to get at the matter witli legal propriety would be in the development of the pólice power. At present he thought all the lines of procedure proposed were impracticable.
