Wilson, act i lig eominissioner of internnl revenue, bus prepared and geut out to collectors the following explanation of changes made in the j visions of the income tnx luw : "By joint resolution oí congreas, approved Febrnary UI, 1895, the time vvithiü which income tax returns for the year 1894, Diay be legally made has heen extended from the iirst Monday in March, to April ló, 1895. Other provisionsof the income tiix law have been modiiied or construed by said resolution whicb in copied infull for yonr guidance, as follows : "Joint Resolutkm- Extending íroin Míircli 1, 1895, to April 15, the time for making returns of tncome Eor the year 1S94, and fbr other purposes. "Resolved, by the Benate and house that the time fixcd by existing law for the rendering of income returns, to wit : 'On or before thefirst Monday of March, in every year' (Section 35, Act of August 28, 1894, and Section 3,173, revised statutes, as amended by Section 34 of that Act) is liereby extended, with reference only to returns of income for the year 1894, so that it shall be lawful to inako Buch returns for that year April 15, 1895. "Resolved. That in computing comes under said act the amonnt necessaríly paid for fire insuranoe premiums and for ordinary repairs sliall be deducted. "Resolved, That in computing incomes under said act, the ainounts received as divideuds upon the stock of any corporation, company or association shall not be included in case such dividend s are also Hable to the tax of the two per centnui upou the net profits of said corporation, company or association, although such tax may not have been actually paid by said corporation, company or association at the time of making returns by the person, corporation or association receiving such dividends and returns or reporta of the ñames and salaries of employees, unless called for by the collector, in order to verify the returns of employees."
