Tifpin. O., Feb. 21.- The verdict of Coroner Lepper on the terrible accident which iOok place near here on tue Baltiinore fc Ohio railroad January 4 has just been rendered. It condemns the comany in unmeasurcd tet-ms. and charges that the methods of lighüng and heating of the cars wore coutrary to State laws; that the corapany's ofliiials cnew the engine was unsafe; that Enjineer Kiley was not intoxicated, as ;harged, but was worn out with sixteen lours and flfty minutes' continuous duty with a green fireman and a poor engine. He had plenty of time to get to Ropublic from Séneca siding- :hirty - eight minutes, ten miles - tut his engine was so poor and leaked so that the flres were put out and it died on the tracks at the point of collision. Conductor Fletcher failed in his duty in that ie did not flag the express, and that the disaster was due to gross negligence on the part of the company in using on the train defective brakes. It would seem that such negligence, resulting in such a great loss of life, could not be other than criminal; but there are no laws in Ohio making such negligence a crime, and no laws under which these persons can be charged with crime. The verdict will cause something of astir, especially in this State, and will probably be the cause oí the enactment of laws making such negligence as described a crime, with evere punishment.
