Washington, May 17.- Mr. Twitehell, United States Consul at Kingston, Can., in a letter to the Department of State claims thatunder the Inter-State Commerce law f reights have been increased from twentyfive to one hundred per cent, on lines doing business into Canada, and that the result bas been demoralizing to American trade.
