New Orlean-s, July 24.- Colonel Richardson, of the Washington Artillery, ivrote Secretary Beveridge, of the International Military Encampment to ba held at Chicago, asking if negro companies were to be allowed to parade and compete in the drill. Secretary Beveridge replied that colored troops will not be permitted to attend the encampment The colored people are much excited over the discrimination.
