M'garigle
Washington, Sept 16.- Secretary Bayard has made an unÃavorable report upon the request of the State of Illinois that an application be made for the extradition of McGarigle. The Secretary declares that there is no ground upon which the United States can interfere in the matter, and that a request for McOarigle's surrender would be contrary to the settled policy of the Government, which has never been departed from efive in two or three exceptional cases. The fiecretary's action is such as was anticipated by all who were familiar with the law and the precedente.
