Journal of yesterday read and approved. Mr. Davenport moved that the bilis of O. C. Jenkins and Dr. Vaughan be taken from the table. Carried. The question then recurring on the adoption of the report, Mr. O'Hearn moved to amend by allowing as claimed. Mr. Gilbert moved as a substitute, that the bilis be referred back to the committee, which was carried. Mr. Young, from Civil Claims Committee, reported the bill of George H. Mr. McCormick, from committee to examine the accounts of the Superintendente of the Poor, made the folio wing report : Tothe Honorable Board of Supervisors: Gentlemen :- Your committee appointed to examine the accounts of the Superintendents of the Poor, beg leave to report that they have examined said accounts and flnd them correct. Mr. Dansingburg offered the foljowing: Resolved, That Elisha Looinis, Superintendent of the Poor elect, be requested to furnish a bond to the county in the penal sum of eight thousand dollars, to be approved by the chairman and clerk of this Board. Adopted. Mr. Gilbert offered the following : Resolved, That the compensation of the Sheriff for boarding prisoners at the jail be 183 cents for each meal and lodging for 10 or less prisoners, while confined in the county jail at any one time, and for all persons exceeding that number 71 cents for each meal and lodging ; and that the County Clerk be authorized to pay 75 per cent, of such bilis quarterly, by orders on the Contingent Fund ; said bilis to be prepared in the same form as last year, and subject to theapproval of the Board of Supervisors at the annual session in 1888. Mr. Kress moved to adopt the resolution. Mr. Graves moved to amend by fixing price per meal and lodging at 13} cents, which amendment was lost by the following vote; the yeas and nays having been called for : Yeas- Messrs. Greenman, County Drain Commissioner, presented his annual report to the Board, which, on raotion of Mr. Dansingburg, was ordered printed with the proceedinga and referred to the Committee on Drains. Carried. Annual Report of the County Drain Commissioners. To the Board of Supervisors of Washtenaw County : Gentlemen :- In accordance with the provisions of Section 9, of Chapter II, of Act No. 227, of the Session Laws of 1885 known as the Drain Laws, I have the honor herewith to submit my Annual Report as County Drain sioner, covering the period from October 22d, 1886, to October 2Oth, 1887. 1. The following named Drains were unfinished at the date of my last report, viz. : The Abe Maybee Drain, of Augusta. The Big Marsh " " The East Branch of Big Marsh Drain, of Augusta. The York and Saline Drain. They are now all completed. Herewith fínd financial statement of each ol them. 2. The following named drains have been begun by me during the year, and are only partly completed, yiz.: The Swan Creek and Pliney Harris. The extensión of the Big Marsh Drain and cleaning out from the upper end of the extensión up to where we cleaned it out last year, and also cleaning out 700 rods of Stony Creek ; all in the town of Augusta. Also cleaning the logs and trees out of nearly one niile of the west branch Paint Creek. I have reported the following amounts to be spread on the rolls this fall for the above named drains. The followingdrainshave been applied for but not established, for the reasons given in each instance: The Loney and Walsh Drain, of Sylvan, which I succeeded in getting the right of way for last week. Some of the parties who were interested, the drain crossing their lands, would not release the right of way. I made application to the Probate Court for special commissioners, and on the day appointed for a hearing before him the case was laid aside on account a clerical error of the surveyor; so this last summer I tried again to have the parties release the right of way, but they still refused until I had again applied to the Probate Court for special commissioners, and he appointed a day of hearing. They have finally released the right of way. So if the weather permits, I shall sell the ditch this fall. I received an application lastsummer to construct a drain in the Townthip of Freedom, but the parties interested concluded to dig it themselves, and so save the expense of a commissioner. Parties interested in Drain No. 1, Township of Webster, after petitioning to me to clean out said drain, havesince cleaned it out themselves. For some reason some of them did not want the work done under a new petition, as they claimed there was an old record of the drain in existence. It was flnally found in an old cupboard in the garret of the Court House, last winter. And I do hereby certify, that the above embraces a full and true report of all the drains constructed, finished or begun under my supervisión during the year now ending, and that the financial statement of eack drain is true and correct. Mr. Gilí moved to desígnate Monday next, at 2 p. m., for the election of County Drain Commissioner. Carried. Mr. Graves offered the following : Resolved, That the Deputy Game and Fish Wardens of thia County shall be allowed for services as said Deputy Wardens the same fees as are allowed by statute to Sheriffs in Criminal Cases, said fees to be in full for such services actually rendered by such Deputy Wardens. Mr. Burch moved to refer the same to the Committee on Salaries. Carried. The Clerk opened the bids for medical attendance on prisoners at the jail, as per previous resolution of this Board. Following are the bids received. Dr. C. G. Darling, forty-five dollars, (45). Dr. T. J. Sullivan, forty-nine dollars, (49). Mr. Graves moved to accept the bid of Dr. Darling. Carried. Mr. Yost presented a petition signed by numerous freeholders of his District, praying for leave to enforce the law relative to fish shutes, which, on motion of Mr. Graves, was referred to a special committee consisting of Messrs. Mr. Case, from Building Committee, made the following report: To the Honorable Board of Supervisors of Washtenaw County : The undersigned Committee on Public Buildings, inaccordance with a resolution adopted by the Board at the last October session, would hereby submit an itemized report of the work done by them during the past year. The first matter to which our attention was called was the necessity of a sewer leading from the cellar of the county jai!. It was found that after every heavy rain tbat water came into the cellar, at times to the depth of six inches. It did not soak away but could only be removed bycarrying it out with pails. After an examination we decided that the only way to drain the cellar was to construct a sewer leading from it to Allen's Creek, a distance of about forty rods. The contract to do this work was let to Mr. Schuh of this citv, he being the lowest bidder, for $203.20. Our attention was next directed to connecting the Court House with the water works. This being a job on which it was dimcult to estímate the cost and one of so great importance, especially the getting rid of the water-closet nuisance in the basement, your committee decided not to let to the lowest bidder, but to accept of an offer from Hutzel & Co. to do the work, and when completed to present to us itemized bilis for labor and material used, for us to audit and allow what we considered just and right. After carefully examining the bilis and comparing the prices charged for material with prices chared by dealei's in this city and other places we allewed Hutzel & Co. $1,175.00 for the job. In its construction the best material in the market was used, and after a trial of nearly a year we have not heard one word of fault or complaint, but only words of praise, and we believe the improveinent is well worth all it has cost. Our next work was to carry out your instructions to heat the County House with steam. To draft the necessary plans and specifications, and also to superintend the work, we were fortúnate in securing the services of Prof. M. E. Cooley, of the University, to whose skill we are indebted for the perfect arrangement for heating and ventilation which we now have at our County House. The first contract let was to John B. Dow, to erect a large smoke stack and prepare the boiler room to receive the boilers, for which we paid $418.43. We advertised for and received four bids for putting in the steam heating and ventilation. The Detroit Heating and Metal Works making the lowest bid, was awarded the contract for doing the work. The bid was for $3,175.00. If to this we add $418.43 paid Dow, also $179.07, which is five per cent. of contract price for architect's fees, we have $3,773.10, total cost of steam-heatingand ventilation at the County House. And now, when we consider that by heating with steam we have done awny with the use of twenty-five stoves and two large furnaces, that every part ol ihe main building and hospital can now be thoroughly warmed, which coul.l only partially be done before, that every room in the main building and hospital, also the water closet, is now thoroughly ventilated, we feel that the money this improvement has cost has been well expended and will prove a ?reat saving to the county by way of fuel and annual cost for repairs, besides adding much to the comfort of the unfortunate inmates.
