Dubuqük, Ia., Not. 22.- The high brldgo over the Mississippi rlver here will be completed tliis week. Thia la the only bridge over the navigablo portion ot the river high enough for steamers to pass beneath, besides that at 8t Louis, and Is, conaequently, without a draw. It is an iron structure, light and praoeful, yet very atrong. It ia designed solely for foot and wagon trafflo, givlng direct connection with Dubuque to a riob. farming región in Wisconsin and 1111noia The bridge la unique, aa being the only one of ita kind oyer the MississippL A year and three months hare been epenc in building it, and lts completion wili be oelebrated next week, Tuesday, November 29, by great dedioatory exercises. The bridge is a third of a mile long, and seventy feet aboye tha ordinary stage of the river, and flf Ly feet ftbove the highest water.
