New Yoek, Jan. 25.- The Hndson and Harlem rivers, together with the south bay and the entrance of Long Island Sound, are filled with lioating ice, rendering navigation difticult and seriously menacing shipping. The same state of affairs exista ill along the New England coast and as far north as Halifax. Vessels strugjrling into lort bring terrible tales of hardship and mffering. Large numbers of sailors have been more or less severely frost-bitcen.
