St. Louis, Feb. L - Huifh M. Brooks, alias Maxwell, the slayer of C. Arthur Preller, has written an uppeal to the American people oallinff for fair play and justice. He re-echoes the ory of his sturdy o)d father and eays that the law is cruel ; that justice should be tempered with mercy and that he is a fit subject for clemency. He says the jury was prejudiced against him and that his trial was unfair.
