Washington, March 19.- The Fresident ha8 Bent the new Chinese treaty to the Senate, but It has not yet been laid before that body, as no secret session has been held Bince' its arrivaL lts main features have been published, It is understood that the President reeommend8 in bis message Of transmittal that the injunction of seorecy b#at once removed frora the treaty. [The treaty, by its terms, runs twenty years. Dhlnese laborer who has $1,000 worth of erty here, or that amount due him, or who hs a lawful husband or wife or a parent or ohlld here may, ii absent return withln one year, r, If detained by illness, the time my be extended to two years. No other Chinese laborer may come In on any term. Chinese merchants, scholars and students may come only when provtded with certiflcates issued by an American Consul. Tbe treaty blnds this country to pay to th Chinese Minister Í2T6.000 within one year, whichsumshall be accepted as i full settlement of all claims against the United States or Vier cltizens for loss or Injury suffered by Chinamen here.l
