Boston, Sept 29. - The MassachuseHs Department of State has called Senator Hoar's attention to the fact that the law still requires the votes of the electoral colleges of the various States to be delivered at Washington bofore the flrst Wednesday in January, Ihough by the act of Congress of 1887 the time of holding the colleges was changed from the flrst Monday of December to the second Monday in January. Congress will be asked to remedy the matter.
