On Starvation's Brink

St. Paul, Minn., Oct. 6. - A horrible story of widespread destitution comes from Kamsey County, D. T, where tne entire population is on the brink of Btarvation. Mayor Smitb has received annppealsigned by county officials and prominent citizens of Ramsey, urglng the people of 8t. Paul to take steps at once to alleviate the distress existing in the county. The appea! for aid is accompanied by a statement to the effect that recent frosts destroyed thousands of bushels of wheat and left destitute the residents of all but one of the townühips in the county. Application has been made to the county authorities for assistance, bul it has been discovered that the want is so great that, it would financially ruin the eounty to atr tempt to alleviate it.
