Vallet Falls, Kan., Sept 10.- The heavlest ratn-storm of the season occurred here Sturday. The roadbeda of the railroads are badly damagod. The Delaware rlver is even with its banks and the water 1 stlll rising. Three people are reported to havs been drowned in back water on the rivor.
