While the navies of the world aiB being strengthened and the rifles of private soldiere constantly iniproved, there is a quiet organization steadily growing in numbers in Europo and America. This is the International Arbitration league. lts headquarters in America are in Washington. lts organ, The National Voice, is published in that city. The object of the organization ia to substituto peaceful arbitration for war in the settlernent of international difficulties. The members of the society include many distinguished men and women. They look confidently forward to the timo when all misunderstamlings between nations will be settled by peaceful conference. Thus England, Gorman v and the United States are now arbitrating the Samoan diflerences. The society will hold an international peace congress in Paris during the exposition. It nieets June 33. The French government has taken an official interest in the congress, and appointed a conimittet) of prominent persons of both sexes to make arrangement. The congress will especially consider methods for "substituting the rule of law for that of force." They will recommend that rivers, canals.channels, straits, etc., be considered neutral territory like the high eeas. They hope by degrees to interest governmenta and rulers of nations in their work.
