Washington, Nov. 1.- Bulletin No. 12 on the population of the United States was issued by tho Census Offloe Frtday. It says: 'The population oithe United States June 1, 1890, as sbowti by the first count of persons and families, exclusive ot white persons In Indlan Territory, Indiana on reservations and Alasita, was 62,480,M0. These figures may be slightly changed by Ínter and more exact compilatlons, but suchchanges wlll not be material. "In 1880 the population was 50,155,783. The absolute lncrease of the population In the ten years lntervenlftg was 1'-,S!4,7"7 and the per oentage of lncrease was 24.57. In 1870 the population was stated as 38,558,371. Accordtng to these figures the absolute increase in the de. cade between 1870 and 1880 was 11,597,412 and the percentage of increase was 30.08. "Upon their face these figures show that the population has increasod between 1880 and 1890 only 7;7,345 more than between 1870 and 1880, whüe the rate of increase has apparently dimintshed trom 30.08 to 24.57 per cent. If these figures werc derived from correct data they would be indeed disappointing. Such a reduction In the rate of increase in the face of the cnormous immigration during the last ten years would argüe a great diminutlon in the fecundity of the pipulation or a eorrespending lncrease in its deatb rate. These figures are, however, ensily erpli charaoter of the data utii is undentoo& It is wellknown, the tact baring boon demonBtratcd by ex'tonsivr and thoroujrh investiRution, that Ihr, censan of 1370 wasgroMsiy defloientin the Southern States, so much so au not only to give an exaRgerated rate of lacrease of the popuiation between 1S70 and 1880 in these States but to affect very ma. tefially the rate of inorewe in the country at largo. omiuioiu werc not the fault nor were they wlthtn tho control ot the Census Office. Theoeasiu of 1870 was takenundera law which the superintendent, General Francia A. Walker, characterized as 'clumsy, antiquated and barbarous.' The Census Office had no power over it-j enumerators save a barren protest, and its risht was even questioned In sonie quarters. ■ï!!S!t.t'.-ig írñín consideration tbose Btate In wbich tbe censúa of 1870 is known or Is presnmed to have been faulty, the rate of inrrease between 1870 and 1880 In tbe remainin; Statef bas been very nearly malntalned In tbe decade between 1880 and 1890.
