Perhaps it luis not in set phrase, but note: In a recent case, California vs. Christisen, Ilie court aays: "Tliere is no inherent right in a citizen to sell intozicating liquors by retail; t is not a privilege of a citizen of a state, or a citizen of the United States." How much doesthis utterance of the supreine court stop short of a complete outlawry, on common law principies, of the whole saloon business?
