Philadelphia, June 23. - A petition containing 300,000 ñames will within a few weeks be sent from this city to St. Patersburg-, praying the czar to dea! kindly with his political prisoners. The successful termination of this gigantic undertaking is due to the efForts of the Siberian exile petition association, which embraces among its membership men noted in politics, art, literature and science. The petitions will fill sevral enormous chcsts and will be shipped to the czar after the first of July.
