MONTEVIDO, Sept 27.- The rebel fl?et which has been go long blockading tho harbor of Rio Janeiro has again boinbarded the city. Under Admiral Mei ■ los' orders the Uring was very severe, and the damage dono exceeds that of the first bombardment. Several women and children were killed, but the extent of the daniage and loss of life ia not yet known, as no news is peruiitted by the government to ba sent direct from Rio Janeiro. Part of Mellos' fleet is still kecping up a.vigorous blockade of Santos. Copies of Admiral Mellos' proclamation have been received here. The leader of the revoltera declares that Presidsnt Poixoto with the aid of corrupt members of the senate and venal deputies, has ovor-ridden the reatrictions put upon their powers by the constitution. Peixoto, he asserts, is trying to place Brazil under the rnle of an absolute tyranny. "If by my aid," the procl;:niation continúes, "in making this stand for liberty our cause shall triuniph, 1 shall haud over the government to the charge of those honorable men who gave freodotn to our nation before.'" Four members of the Brazilian congress on board the rebel cruiser Acquidaban have signed an addrsss to the public. They say President Piexoto and the mevnbers of his cabinet have been stealing the public funds, destroying the autonoiny of the states and foinenting a national war in order to serve their own personal ends. The acts. the address says, together with the dictatorial conduct of both the president and vice president, compel the signers, as representatives of the national will. to make tho present sulemn fight for freedoni.
