In duties Spain arranges eountries in two columns. The tirst column includes those who have not entered into satisfactory treaty arrangements with Spain, üntil recently Brazil was the only country on tlic globe which Spain had put into this column, all other countries being in the .second column, which includes thise having.sati.sfactory treaties. The United States now joins Jirazil in Spain's "first column." Secretary Gresham has rejoined. directing Minister Taylor, at Madrid, to notify the Spanish government that ïf the Vnited States is not removed f rom the ' h'rst column"' this country wijl retalíate. If the secretary carries out his threat, President Cleveland vill Issue a proclamation closing American ports to the producís of Spain. The h'rst cft'ect of this will be to shut out the enormous slnpment.s of raw sugar which Cuba makes to this country, which is seven-eighths of all I the raw sugar osed in American refineries. The other eighth comes from Louisiana and Hawaii. but it is said that it would be impossible to make up this seven-eighths. It is asserted, tnerefore. that the retaliation would cut refineries ofï from their supplies and close them up, throwing 20,000 employés out of work. The ultímate effect of the warfare would be, it is said, to advanee the price of sugar from three cents to six cents per pound, thus tlie public bear the burdo n. The immediate effect of Spain's action has already proved disastrous to the American trade in flour and this trade has passed almost exclusivelv mto the hands of Canada. Under the old reeiprocity arrangement with Spain American flour was shipped to Cuba in prreat nuantitios. Kut vhen the Cnited States tai-itt' raised the duty on Cuban sugar, Spain responded by raising the duty on American flour. The "flrst column" dutv on flour is $4.7.". while the "second column" is sj.
