Washington: The government of Spain, in an earnest desire to avert the threatened tariff warfare between Cuba and, the United States, has under serious and favorable consideration the cession to Cuba of the privilege of ar:-anging her own revenue budget, including tariffs with the United States. This Cuban budget is to be subject to the apprtal of Spain. The negotiations nov progressing at Madrid are partly on these Unes, but the state departnient authorities are proceeding nevertheless with their i-etaliatory plans as they do not believe Spain"s concessioa to Cuba can be carried out and madfl beneficial to us for soine months to come. The great importing houses of the Atlantic cities are elamoring at the doors of the state department and threaten to appeal to congress for some speedy action to proteet tty:ir business. They represent that at m-esent the Tnitecl States is losing (trade of 700,000 barrels of flour per aniufci, all of our commerce in machiaii-y, formerly purchased by tÜe Cubana sclusively in the United States, al of the hardware and a large proportjuf of the potato trade. a very importair ;]part of our exports to the West J.f-jvs.
