At Wilming-ton, Del., 20 men captured at Penn's Grove, N. ■!., were lodjjed in jai!, eharged by the Inited States authorities with the violation of the neutrality laws in having organized a ho.stile expedition to Cuba. It had been suspected fo? several months that a Cuban filibustering' party was at Work at Wilmington and that at least one expedition had been diratched from there. Detectives ■hadowed the suspeetedmenandfound that they had chartered a tug to carry freigrht to Penn s Grove. They were allowed to g-o to that point, but before the stcaraer which was totakothem to Cuba arrived the party was arrested. When the detectives examined the tug the found JT cases of arms, a large quantity of ammunition, provisions, clothinjj. etc all of which was seized. Capt.-(eu. Campos Vacht lï'.owii I'p. A dispatch from Havana says that the Spani.sh steamer Villaverde, used by tien. ampos as a private yacht, was blown up at sea by the explosión of a ton of dynamite which was being carried from New Vork to Havana, and which (en. Campos intended to use in his campaign against the insurgents. The steamer was blown into fragments.
