Washington: The President has made the appoiutments: James B. Angelí, of Michigan; John K. Russell, of Massachusetts, and Lyman Cooley, of Illinois, to be ccmmissioners to report upon the feasibility of a deep ' water canal between the g-reat lakes and the Atlantic ocean. The deep water commission is required to meet and confer with a similar commission yet to be appointecl by Great Britain or the Dominion of Canada with reference to the creation of a deep water conneetion between the lakes and the Atlantic, and f any part of this channel shall fall within Canadian lines, the.v are to determine what tieaty stipulations are necessary to insure the free use of the channel to the l'nited States on equal terms with Canada. The commission as constituted ranks high in the estimation of engineer officers. It is reported at Toronto that the Canadian authorities are well pleased over this news and wül uppoint their eommissioners soon. !
