Advance Discount Rate

London, Oct. 23.- The Bank of England has advanced its rafe of discount trom 3 to 4 per oent. All of the newspapers deny the rumors whichwere in elrculation that the Bank of Franco had agreed to niake a loan to the Bank of England, witfc a view to preventing a ritse in the bank note rate. Easy Feeling at Vienna. Vienna, Oct. 23.- At the meeting of the directors oí the Austro-Hungarian bank the discount rate was not changed, the financial situation being satisfactory.
