London, Nov. 21. - The Morning Post's Berlin correspondent says: "Gen. von Gossler's speech createil the expression of an inadequate apology. In replying to Herr Lenzmann's evidence that Brusewitz bore the charaeter of a bully and a rowdy, it is admitted that ' the Vv'ar office was far less informed than the public as tc the circumstances. The net result of that two-days' debate ia an open expression of public opiniĆ³n as being firmly set againat the practice of dueling."
