The speech from the throne was read by the imperial chancellar, Prince Hohenlohe, and reCerred to the favorable conditicr. of the finalices, the budgets of 1895-G and 18967 showin;; considerable, surpluses, while the estimatcs for 1897-S did not show a deficit.
