London, Nov. 23.- A Berlín dispatch to the Daily Mail says that, according to the Tageblatt, Bmperor William, i whilo recently speaking to an officers' i gathering, advised thern to do their drinking in their own mess-rooms, and not venture into public places at the risk of rows when they were tipsy.
