Payne Has Not Resigned

Washington, Dec. 9.- Mr. Payne said to-night that the report tliat he had resigned the vice-presidency of the Milwaulcee Electric Railway and Mght oompany was entirely erroneous, and that it could be said authoritatively that he had not resigned.
