The Japanesc ffovernment has aecepted the proposal to arbítrate its differences-with Uawaii. In the formal acceptance Japan says: "The iaiperial government are firmly convinced that their complaints in this matter are well founded and that their demanda are just and reasonable. Nevertheless, in a spirit of coneiliation and in the hope that their action may contribute to the good relations of the two countriea thcy have resolved to accept, subject to certain necessary limitations and qualifications, the proposal of the government of Hawali. The imperial g-overnment propose that ttie two governments shall, when the proper time arrivés, unite in requesting that his majesty, the Uing of the Belgians, may be pleased to accept the position of solé arbitra tor."
