Growth studies, setback requirements, demanding developers and protective borne owners all require city planners to be particular types of people. Kecognizing this, the Ann Arbor Planning Commission Tuesday night, at the recornmendation of its staff, declared the penguin the official bird of the Planning Department. The resolution the staff prepared read : "Whereas, the penguin is aesthestically pleasing in design; and Whereas everything about the penguin is clearly black or white; and Whereas it could never fly: and Whereas it has an elegant stance; and Whereas it faces all decisions with eold feet and huddles together in group; and Whereas it has few friends except those of its own in groups; and Whereas it has few friends except those of its own kind; and Whereas it is considered to be a strange bird: Therefore, be it resolved that we, the undersigned, do hereby recommend the adoption of the penguin as the official bird of the Ann Arbor Planning Department." The resolution was signed by the planners. The adoption of the penguin as the "official bird" carne by informal acclamation, but not before Commissioner Douglas Crsry noted there are three kinds of ptnguins; the emperor, jackass, and blue penguin. None of the planners present specified which one was theirs.
