Julin Elected School Board Head On Split Trustees' Third Ballot
Ann Arbor Board of Education Trustee Joseph R. Julin was elected president of the board last night, defeating Trustee William Godfrey in a 5-to3 vote on the third ballot. T w o previous ballots ended in fourto-four ties. The board, however, failed to elect a vice president, casting 4-to-4 tie votes four times for Trustees Harold J. Lockett and Paul H. Johnson. The election of a vice president was postponed until next Wednesday's meeting after it seemed evident there was no yhance of breaking the tie. Trustee Joseph T. A. Lee was absent, but is expected to attend next week's meeting at which he could cast the deciding vote. The voting for president and vice president was by secret ballot instead of the usual show of hands - because of the rare división of the board over its choicé of a uresident and vice iresident. Julin was given a unanimous vote of confidence by the board ollowing his 5-to-3 win over Godfrey. He succeeds Hazen J. Schumacher as president of the )oard. Schmacher was not a candidate for re-election. "I certainly appreciate this overwhelming vote of confidence," the new board president remarked after the voting. He was elected to a one-year term of office. George Balas, the school district's business manager, was re-elected secretary-treasurer, a post he has held since 1948. The oath of office was administered to Lockett and Trustees Richard M. Wood and Theodore Heusel. Wood and Heusel were elected to three-year terms last month. Lockett, who is beginning his second three-year term, led the slate of winners in June's school board elections. To complete its reorganization procedures, the trustees also adopted the school b o a r d ' s statement of policy, a routine matter undertaken each year when the board is reconstituted. Julin, 42, was elected to the board in 1966. He was appointed associate dean of the University's Law School on Monday. He also holds the position of professor of law there. The new president was graduated from the Northwestern University School of Law in 1962 and was admitted to practice in Illinois in the same year. He practiced law in Chicago from 1952 to 1959 and in 1960 was admitted to practice in Michigan. He joined the U-M faculty in 1959. Julin is a member of the American, Illinois and Michigan Bar Associations. He was president of the Bader School Parent - Teacher Organization in 1965-66 and was a member of the Angelí School ParentTeacher Association board. Julin, along with U-M law Profs. Olin Browder and Roger Cunningham, is the author of "Basic Property Law," a law test published in 1966. Since 1960, he has conducted a weekly radio program entitled "Law in the News," distributed by the National Education Radio Network. He has also acted as host for a number of U-M televisión productions. The new president, his wifej Dorothy and their four chil-l dren - Pam, 12; Torn, 10; Diane, 7; and Linda, 4 - live at 3065 Hunting Valley Rd.
