Charles Cameron said it would not duplicate Chelsea's expanded facilities because students could go to the center for more advanced training. The facilities at Chelsea would provide exploratory level courses, he said. Dr. Ray E. Kehoe, associate director of the U-M Bureau of School Services, said administrators need to do a lot of planning to avoid duplication of programs at the high schools and an area career center. Ordinarily programs at area career centers can't be . plicated at local high schools because schools don't have the resources or the number of students to justify the program, he said. In making 1 tions to school districts throughout the state, Kehoe said his office recommends every high school be associated with an area career center.
