Second Ward David Bloom David Bloom, 25, of 31 E. Jefferson, seeks Democratie nomination to City Council from the Second Ward. He is service manager of Nicholson Enterprises. 1- Representative government oceurs only when a community member is elected. Ann Arbor's Second Ward is largely populated by students, young workers and dropouts who have been voiceless in city government. I Youth have problems, priorities, and life styles different I from the establishment. LifeI long residency in Ann Arbor I and participation in the youth I community have indicated I city politicians are not aware I of our community problems I and not accessible to young I citizens. A councilman must I be accessible to all ward resiI dents and must be perceived I as being accessible. Present I members of city government I are not perceived as accessiI ble and cannot bring grass I roots solutions to bear on curI rent problems. Consequently, I decisions are made in a top I down fashion and solutions I are not based on community I needs. I will be able to maxI imize community participaI tion in city decisions. My I campaign is committed to I becoming a vehicle to comI municate the concerns, probI lems and solutions of the I community to city governI ment. 2- Many Second Ward residents feel city decisions are made without their participation, consequently many have lost interest in local government. City Council must decentralize decisión making so that community members control the development of their community. Frustrations caused by a perception of an inaccessible and unresponsive government produce massive social breakdown and alienation. City government can prevent this by continuing to develop outlets for young energy and talents. The summer rock concerts must be supplemented by a downtown community center for city youth. He is a retaüer. 1 - My past two years as Councilman have taught me the complexities of city government and some of the paths through its maze. An effective voice in the affairs of Ann Arbor requires familiarity with budget procedures, capital improvements programs, general legislative techniques- these plus awareness of the human problems facing our frequently disenfranchised citizens, a 1 o n g with a commitment to help. My years on Council gives me this. 2 - Problems of the ward are problems of the city and cannot be separated. DRUGS: Problems associated with this include desperately needed changes in legislation reducing simple use and possession of marijuana from felony to misdemeanor, adequate and comprehensive treatment f o r addicts including counseling and rehabilitation efforts, support of such youth-oriented facilities as Ozone House and Drup Help that can deal with the problems at more basic and effective levéis. HOUSING: Which includes the need for subsidized housing throughout the city. This means public housing and various types of moderate income housing in a truly scattered pattern rather than relocating ghettoes or creating new ones elsewhere. Currently, in addition to the obvious needs of the poor within our own community which are not being properly attended, there are the many workers who service the community but cannot afford to live i here. Provisión should be made for them. Furthermore, many viable but older neighborhoods are being decimated by the encroachment of commercial zoning and inadequate usable open space. These areas should have better planning protection and a program of vest-pocket Neighborhood Parks. (over please) I L. 1
