I Congressman Marvin L. Esch Iformally opened his bid for re lelection to his Second CongresIsional District seat by calling lupon citizens to "become conI cerned and involved" in this Ij year's elections. I In speaking before a gathering at the opening of his campaign headquarters at 4633 Washtenaw Ave., Esch said, "This year, as never before in the history of our country, our system of government is on trial. We must have people willing to stand up and be counted and to speak and work on the problems facing our country." "I a m convinced," Esch added, "that most Americans want to face and solve the serious problems confronting our nation." Esch blamed congressional failure to face major issues on what he termed "outmoded procedures and inept leadership." "This is a challenge for citizens this fall," he said. "If they want a more responsible II government they are going to I have to work for it- from the I courthouse to the White House." I
