The community college board grappled with a definition Ibf "vocational education" for nearly two hours last night, scheduling important reports on the financial powers of the college district for next week. Trustees Samuel T. Harmon .Jr, Richard C. Creal, Ralph C. I Wennen, and Kenneth L. Yourd I attended the working session. Trustees Edward Adaras Jr. I and Evart W. Ardis were abli sent. Scheduled for next Tuesday's working session are a report on lithe college's entire power to tax Ijand sell bond issues from a state-wide firm of bonding atI torneys, and a report from local attorneys on the legality of a possible summer tax collection in the three cities of Washtenaw County. The power of all Michigan state equalized valuation of the district. The board has previously indicated some support for collecting its tax levy with the cities' summer taxes, as permitted by the 1963 Constitution. This would mean that the townships would collect the college tax at their one taxing period in December, while the cities which also have a winter tax collection for county and school taxes, would collect the college tax in the lighter tax period in the suramer. Trustee Ardis last week raised the question of whether taxing citizens at different times for the same purpose amounts to unequal taxation. The board's attorneys will give their opinión on the legality of the summer taxing provisión. Also scheduled for next week is the first consideration of a budget which must be adopted hey can start the building and ite fund. The question of appointing up o three members to serve with he original six trustees will come up next week or in the near future. Trustee Crea1 asked that it be put on the agenda next week. This had been discussed in the county after the election of five trustees from Ann Arbor and the sixth, Ardis, from Ypsilanti. There has been support for the idea of appointing some of the candidates from out-county areas to give better area representation and to assist in carrying the workload of the trustees.
