Pólice Chief Waltér E. Krasny yesterI day announced the creation of an "exI ecutive officer" in his department whose I duties will i n v o 1 v e supervisión of research, planning, record-keeping, radio communication and alignment of I manpower. Capt. Walter V. Hawkins, 42, a city policeman for the past 17 years, has been named to the new post which is I being established at the recommendation of a researcher who recently completed a study of Pólice Department operations. The study recommended an administrative assistant to the chief be hired Fot f a but Krasny noted that because of budgetary cut backs it is impossible at this time to pay for the new position. He pointed out that the transfer of Capt. Hawkins from the Detective División, which he has headed for the past two years, will fulfill the study's recommendation without the expense to the city of another salary. The chief said Capt. Hawkins' new post will draw together the many administrative áreas of the Pólice Department, coordinating the various activities and services, studying the changing needs of Ann Arbor residents and utilizing departmental manpower for the maximum general benefit. He said Hawkins will be responsible to the chief's office directly. The captain is expected to submit a series of organizational plans for the chief's consideration at periodic intervals. Krasny said the appointment of Capt. Hawkins is effective immediately. He said command of the Detective División will be assumed by Detective Lt. Raymond Woodruff with Detective Staff Sgt. Eddie Owens second in command. Uniformed Capt. Howard A. Zeek will continue as top line officer in charge of all uniformed officers in the I department, the chief said. Deputy Chief Harold E. Olson rematas I in overall command of the department's I line operation. Capt. Hawkins joined the local forcé as a patrolman in 1954 after U.S. Navy service. He was promoted to uniformed sergeant in 1960 and worked as detective for three years before being moved up to uniformed lieutenant in 1964. In 1968, he was promoted to captain and has served as lead officer in the Detective División I for the past two years. I
