Paris, Nov. 14 -In the chamber of deputies yesterday an amendment to the foreign budget was intioduced, abandouing the French embarsy at the Vaticau. M. Uoblet opposed the ameudment, sayiug it was necessary to maintain diplomatic relations with the vatican for the training of clergy, appointiug of bishops and cardinals, etc. Moreover, rival powers dispute the French protectorate over certain eastern couutries, and the f riendship oí the pope is therefore precious. France, he said, had no intention, however reinóte, to intervene to restore the pope's temporal power, buMbe more the pope was deprived of powerhe more Franee ought to honor hitn. The amendment was rojected by a vote of 307 to 217, and the budget approved
