Belmont An Ambassador

New York, Nov. 17.- Tbs World says this morning: "Congressmau Ferry Belmont has been appointed United States minister to Spain. He sent a letter to the president by last nigbt's mail accepting the posiüon. The place bas been vacant for some time. Tbe f act of the appointment has been kept secret, but Mr. Belmont, who wasseen last nigbt, admitted it and said he had decided to accept. He will sail for Spain early next month. Mr. mont has been chairman of tho house foreign aitairs committee during the last two congresses, and is well equipped for the position. He was not a candidato for re-election to congress, and would have retired from the house on Marca 4 next. His appointment was not generaliy known last evening, but it will be received as a fitting tributo to Mr. Belmont's services to his party. "
