Governor Winan's last night sent in the name of Hon. Charles R. Whitman, of this city, as railroad commissioner. This is the most lucrative office in the gift of the governor, and is the one for which Hon. George L. Yaple was supposed to be booked. Yaple, yesterday, however, filed his notice of contest for Burroughs' seat in Congress. Mr. Whitman is at present regent of the University. The appointment is an excellent one. No one can for a moment question Mr. Whitman's competency. The appointment was a complete surprise to Mr. Whitman himself, who expected nothing of the kind. This appointment undoubtedly disposes of the chances of the other Washtenaw applicants for state offices. George N. Davis of Grand Rapids, was appointed warden of the Jackson prison, and Gausha Pennel, of St. Johns, warden of the Ionia prison.
