A newly plowed field is being laid out into Victory gardens by Eli Gallup, head of the Ann Arbor Park department, and Earl Trombley, park foreman, at the city's Henry St. Victory garden site. The length of the tape is the regulation length of a plot, approximately 50 feet. Mr. Gallup is holding the end of the tape and Mr. Trombley is in the foreground.
